Its a Eclipse plugin, for editing Internationalization properties files.
Use this, you can add a key, or another language file in the Eclipse UI-View.
But no need to create or open the text-properties-file，Manually.
It also will generate a Java file contain the
Key items(public static final String Key1,Key2...),convenience to get the key reference.
In a word,Its similar like one function in NetBean, Just a small toolkit!

这是个Eclipse的插件，用于编辑国际化配置文件。
你可以在这个可视化的View插件上面直接添加一个key，或者添加另外一个语言的文件。
而不用手动创建或打开一个文本的国际化配置文件。
当然，它也会生成一个Java文件,包含了一系列的Key条目（声明为public static final String ），方便你对key的引用。
总之，这个有点像NetBean里面的一个功能，仅仅是个小工具...
