When securing ActiveMQ, it is not possible to mix authenticated and non-authenticated users.
For instance, in the use case of having an internally writable, but externally accessible STOMP server - we would want external users to be able to access the server without authenticating, but we do not want them to be able to write to the topic.
This simple plugin provides this capability.
