Removes the periodic /who check from Pidgin 2.10.0 - 2.10.3 in IRC rooms to prevent being kicked for excess flooding, or getting "Max sendq exceeded" messages, or if your computer locks up every so often when in large or many IRC rooms.
As of v2 Removes the /who when joining a chatroom, which should speed up joins on large rooms.
