A simple system for reporting network measurements, using compact descriptions in single UDP packets. At the risk of mixing metaphors, the idea is to take the "background radiation" of measurements in the Internet and focus it in a way that researchers can collect it.
The specification for the NMR format will be submitted as an Internet-draft as soon as the submission tool opens back up. At that point, it will be available at this URL: http://tools.ietf.org/html/draft-barnes-nmr-00 In the meantime, you can look at the version checked into the SVN.
