Casper-3 is a Channel Regulation System (CRS) for IRC channels.

It is - essentially - a bot which performs administration tasks within an IRC channel, such as opping, voicing, maintaining a kick and ban list.

At the center of the system is the userbase, which assigns users with certain Flags and Rights, indicating their level of access to bot functions, and ultimately, to the channel.
The bot employs an SQL database for all its data storage, from command names to user accounts.
