当前版本程序功能：
1.支持远程JS调用投票结果(new)

3.支持自主报名，管理员审核
4.支持分类设定
5.支持投票结果的柱状百分比显示
6.支持各种IP限制，当前限制为：每个IP每天对同一图片只能投一票
7.支持投票各种相关的说明后台定义
8.支持投票开关,管理员可以控制是否开启投票功能
